Doppler-like frequency shifts of electromagnetic waves

ABSTRACT
It was shown by Wolf and Foley (1989) that correlated space-time fluctuations
of scattering media can produce Doppler-like frequency shifts. In support of these findings
the paper summarizes earlier results in this field. The anomalous frequency shifts observed
in terrestrial troposcatter and solar radio occultational measurements, and in the
Fraunhofer-lines at the extreme solar limb, could be explained well by simple heuristic
models including moving inhomogeneous scattering media.
